Phoenix Parking Lot Owner Who Sued City Wants To Build Garage

A man who fought the city over his downtown parking lot – and won millions - now wants to build a parking garage at the high-profile corner at Jefferson and First Streets.

When light rail construction cut off access to John Garretson’s parking lot from Jefferson Street, he demanded compensation. The city said it didn’t owe him because he still had access from another street.

Last fall, after a nearly 10 year battle, a Maricopa County jury awarded Garretson close to $3 million and the city paid.

Now, less than six months after collecting the cash, Garretson has submitted a site plan for a multi-level garage at the southwest corner of Jefferson and First Streets, just across from Talking Stick Resort Arena.

It includes up to 700 parking spaces with the street level dedicated to retail. There are several steps in the process yet and a city spokeswoman said it is unlikely construction would begin before next year.
