Turnout in Arizona’s primary elections rarely meets the highest expectations of anyone in the community — whether they’re candidates, consultants or organizers.

Is that because registered voters aren’t especially interested if an election doesn’t involve presidential candidates or nominees?

Do they simply not have enough information or are they not trying to find that information?

We considered those questions with Tom Collins, executive director of the Citizens Clean Elections Commission.
