Attorney General and Acting Governor Tom Horne explains why he's acting to block full implementation of the state's medical marijuana program.

Horne says his efforts are based on the law rather than his personal opinion about medical marijuana. Horne says Arizona's law is preempted by federal laws that bar marijuana use. And despite the comments of John Leonardo, U.S. Attorney for Arizona, that his office won't make prosecuting marijuana users a priority, Horne says that should be little comfort to people violating federal statutes.
