Judge dismisses lawsuit from Republican Party challenging Elections Procedures Manual

A judge has dismissed a lawsuit by Republicans to have Arizona’s Elections Procedures Manual declared invalid.

The manual gives counties guidance from Democratic Secretary of State Adrian Fontes, Arizona's top election official, on how to run elections based on state law.

In court filings, the Republican National Committee, Republican Party of Arizona and the Yavapai County GOP alleged the public-comment period was too short and they asked to block enforcement of certain portions.

A Maricopa County Superior Court judge concluded in the ruling on Tuesday that Fontes complied with Arizona's notice-and-comment period requirements. 

Two other lawsuits against the manual are still pending, including one that focuses on operation of ballot drop-off locations.
