Arizona has a unique set of voter laws that, since 2013, have been putting voters into two groups: Those who have provided proof of citizenship and those who haven’t. Those who haven’t are put on a “federal-only” voter list and can only vote in federal elections.

But conservative lawmakers have routinely targeted the "federal-only" list — saying it allows non-citizens to vote.
