President Joe Biden is calling Russian President Vladimir Putin a “war criminal,” and is calling for evidence to be collected to put Putin on trial. This comes in the wake of reports of the systematic killing of Ukrainian civilians by Russian troops as they withdrew from a town around the capital, Kyiv.
