State senators have taken the first steps to approve a bill that would change the ways Arizonans propose laws. 

SB 1094 would require petition circulators to read the full description of every ballot measure or give signers enough time to read it. 

Arizona Sen. J.D. Mesnard says the goal of the bill is to stop petition circulators from providing inaccurate information to signers. 

“I think it's just going to be that the petition signature gatherer gave the person an opportunity to read and that it actually spells this out in the bill, that they have acknowledged that they have read and understand the summary, it’s not the actual bill, but that the summary is there for them to read and understand," Mesnard said. 

Concurrent bill SCR 1025 approved in the same session would require signatures from 10% of eligible voters in each district, meaning if one district doesn’t get enough signatures, it could effectively block the petition.
