House panel passes measure to guard some flags from HOA rules

An Arizona House panel passed a bill Wednesday to block homeowner associations from preventing residents from flying flags supporting first responders. 

HB 2010 reportedly aims to keep flags from being political. However, it includes what can be allowed as far as the language, symbols and colors on the banners. Some believe the bill does not go far enough because it starts and stops with first responders. 

Dennis Legere representing the Arizona Homeowner Coalition believes the only limitations should be those that contain profanity, promote discrimination or are offensive. 

“Fundamentally, my position on all of these issues is that any flag is an expression of free speech. And HOAs or condominiums should not ever have the right to restrict or infringe on your fundamental right of free speech," Legere said. 

Laws already place restriction bans on U.S. and state flags, along with military branches, and flags of any American Indian nation.
