Anticipated budget surpluses disappeared almost overnight as the economy ground to a halt with businesses closing and layoffs related to COVID-19. Cities and counties are going to have to make extremely difficult decisions, as uncertainty reigns. That will likely result in serious cutbacks on services and employees.

Akheil Singla, assistant professor in Arizona State University's School of Public Affairs, studies the fiscal stress that local governments can face.

Singla joined The Show to talk about the stress that the pandemic is applying.
