Here and Now - Governor Jan Brewer

Arizona Governor Jan Brewer joins host Steve Goldstein for her first visit on Here and Now. One topic will be the series of bills she signed into law that eliminates a $1.6 billion budget shortfall she inherited. As much as those cuts hurt, the next round will be even more difficult, as the state is facing a $3 billion shortfall next year.

While not personally blaming her predecessor for the mess, she did say in a press release that an 'insatiable appetite for spending' the past five years is what got the state into its current mess. A little something called a 'recession' kinda helped make things just a little bit worse. But what's a billion here or there amount elected leaders?

There are still some folks out there who feel abandoned by former governor Napolitano. God forbid, a Democrat allow a Republican to assume the helm and not only deal with the biggest fiscal mess is state history, but then have the power to approve the agenda of social conservatives. Will that happen? We'll find out.

But many capitol observers think Brewer's experience at various levels of government will be a plus, and if she ever wants to be re-elected, won't take Arizona back to the so called 'dark ages' that many liberals fear.

Here and Now - Arizona Capitol Changes and Challenges

Congratulations, you’re Arizona’s next governor! And you must tax an axe; no, a chainsaw; nope, a bulldozer to the state budget. And quickly! Such is the circumstance as Jan Brewer takes over the 9th floor of the Executive Tower at the state capitol.

Several state agency heads have already tendered their resignations, and more are likely to follow as a republican takes over an administration filled with appointed directors affiliated with the democratic party.

What does all of this mean for Arizona, besides chaos? That’s what we hope to find out! Former lawmaker and gubernatorial transition director Chris Herstam is confirmed for the show (Update: He had to cancel). Economist Alan MaGuire is booked. Brewer is the 4th governor MaGuire has advised during a transition. Former Senate Majority Leader Tom Patterson will also be a guest. (Patterson and Jan Brewer both served in legislative leadership)The only Democrat not in D.C., Bob Grossfeld, rounds out the guests. Have a comment or question? Please leave it below. Arizona governor Janet Napolitano joins us for what could be her final show as governor. Few elected officials have the ability to discuss a multitude of topics that Napolitano has. Expect the typical Q & A on current events, such as on the economy, the state budget and transition.

We also encourage listeners to call in and let the governor know what you think of the job she's done --both good and bad. Although we do ask that you handle the latter with respect.

Governor Napolitano

Where do you begin? So many issues to discuss with the governor, only one hour's time.

Is she DC bound to take a cabinet post in the Obama administration? Will she testimony before Congress help states get more money to cover health care and other costs? What will she do about Arizona's dwindling revenues? Oh, and that one million dollar fine paid by Honeywell for polluting groundwater in South Phoenix that is earmarked for the Western Climate Initiative? Might want to make sure lawmakers are in on the deal because they have a way of calling 'check' by moving a different chess piece. Or in his case approving the continuation of the Department of Environmental Quality for two years instead of ten.

I'm sure you have a question or ten to ask. Please remember the more concise a question is (meaning shorter and to the point) the more likely it will be asked of Governor Napolitano.

Here and Now: Governor Napolitano

You have to admit, Janet Napolitano has enjoyed her share of success as a governor without much disapproving reporting by those of us in the media. Sure, she's made a couple missteps, including the way she got Squaw Peak renamed and being unaware of problems at the veteran's nursing home, but otherwise, Governor Napolitano could do no wrong.

She advocated fully funded all day kindergarten and she got it. She wanted more case workers at Child Protective Services and got that. When push came to shove over the recent budget, Republican leaders recommended more budget cuts, but Governor Napolitano was able to preserve many of her spending increases thanks to a Democratic led budget proposal that got the support of a few Republicans--even if it cost their seats in the election.

Time magazine named her one of the top governors in the nation. Napolitano was the first woman elected to chair the National Governor's Association. After saying she would stand by in the Democratic primary, she endorsed Barack Obama, who went on to win the Democratic nomination. Seems Napolitano could do no wrong.

She was able to delay the findings of a tranportation needs study and was able to get business leaders to support a comprehensive ballot measure to fund billions in needed transportation infrastructure. Napolitano even strong armed the powerful homebuilders' lobby and got them to donate to the cause. Was there nothing she couldn't do?

Then the transportation initiative--pushed on this show by the governor--had trouble with invalid petition signatures. It was disqualified as was an initiative to preserve state trust land. Reports of declining state revenues cast suspicion on whether lawmakers and the governor adequately dealt with the funding crisis. Then key staffers begin leaving the Napolitano administration. It caused the Arizona Republic to put two and two together and question, although perhaps not that seriously, if the governor had lost her mojo. You can read the story here.

Governor Napolitano

Governor Napolitano spent the past week leading her party's efforts to craft a national platform for Barack Obama and his vice presidential nominee. Health Care emerged as a major issue. The Platform Committee vowed to guarantee affordable and comprehensive health care for every American. The 51-page platform draft included language to improve the North American Free Trade Agreement, encourage alternative energy use and close the Guantanamo Detention Center. What do you think about the platform? Your thoughts are welcome.

Campaign finance information shows those industries affected by Arizona's employer sanctions law are helping bankroll the opponent of Rep. Russell Pearce in his bid to win the district 18 senate seat (Pearce is term-limited in the house). Pearce is also the target of some pretty negative campaign mailings by a third party group also funded by those who opposed the law requiring employers verify the legal working status of new employees.

Governor Napolitano

Governor Napolitano returns to Here and Now. Lots to talk to her about. Capitol observers say she pretty much got her way with the budget passed by the legislature, but was it enough to solve declining state revenues?

One way to raise money is the deployment of fixed photo radar and photo radar vans that will be deployed to sites that data determined are where most accidents occur. What do you think of expanding photo radar?

Also, an outspoken former state lawmaker resigned from the Governor's cabinet this month. Sue Gerard had served as the director of the Department of Health Services, an agency she watched like a hawk when she was a lawmaker. What gives? Is it the result of another negative inspection of the state veteran's home?

Governor Janet Napolitano

The clock is ticking and still no budget. Lawmakers and the governor have until midnight Monday, June 30th to pass and sign a budget into law (although a past governor has signed it early in the morning and back dated it to midnight). Oh,and lawmakers have more to cut from next years budget. Arizona's recession has caused even less revenue to come into the state, raising the shortfall from $1.8 billion to well over $2 billion. But enough depressing news.

Several national news organizations have mentioned Governor Napolitano as a potential vice presidential candidate or cabinet appointee (Attorney General, Homeland Security Director), even tough the Guv has said her focus is leading Arizona during this difficult time.

Here and Now - Governor Napolitano

No sooner does the governor receive an award for championing education and early child development than a report surfaces that the governor's office helped broker a deal to keep opposition to a new transportation tax to a minimum. A document leaked to the East Valley Tribune shows a behind the scene's quid pro quo: a homebuilders association agreeing not to contest a transportation tax if a development impact fee is removed from the proposed transportation plan. The deal also calls for homebuilders not to oppose a state trust land measure that will be on the November ballot.

The governor is still awaiting a budget for the next fiscal year. Some lawmakers predict a new budget will soon be done--one that makes up for a $1.8 billion revenue shortfall.

Governor Napolitano vetoed a DUI bill that would have lessened the length of time breathalyser ignition locks would remain on cars of first time offenders. She also rejected a bill that would have local police enforce immigration law.

Here and Now: Governor Napolitano

Who was it who once said there are "lies, damn lies and statistics?" Well, looks like the governor's budget folks have taken off their rose colored glasses and realized that revenue is down. Way down! Meaning, the state has more than a billion dollars to cut from its current budget that ends June 30th and more than $1.5 billion from next years. Gulp! Lawmakers are into their sixth week of work, and while some argue over guns in schools and guest workers, others worry about where the knife will slice when the dust has settled on budget talks. Enough metaphors for ya?

Just gettin' started. Lobbyists will tell you there are not necessarily advocating for any particular special interest legislation this session, they're playing defense, as in making sure their special interests are not negatively affected by the state's whopping budget shortfall.

Oh yea, the guv did go to D.C. this month to meet with colleagues and her peers in federal office. And looks like her endorsement of Barack Obama may not have been enough for him to close the gap on Hillary Clinton in Arizona, but Obama is on a roll in other states pilling up victories and convention delegates along the way.

Here and Now - Governor Napolitano

Governor Napolitano is our guest this week. She outlined an ambitious proposal to allow every AZ high school graduate with a B average to get free tuition at community colleges starting in 2012. She also wants Arizona's three universities to freeze tuition for students for a four year period after they start. NAU does this. ASU increases rates on a graduated scale, but U of A is guilty of raising rates when the Board of Regents approves tuition hikes. The governor also wants to start planning for a 'legacy' transportation infrastructure that would include rail service between Phoenix and Tucson. Plus, the guv is asking lawmakers to allow kids up to age 25 to be allowed to stay on their parents insurance policy or on the rolls of Kidscare if they receive free or reduced coverage from the state.

And the last few shows host Steve Goldstein has asked the governor if she had decided to endorse a democratic presidential candidate. Each time she said she was going to wait until after the Feb. 5 primary. Then, Napolitano came out after the New Hampshire primary and officially endorsed Barack Obama. Say what? We'll ask the guv about what caused her to change her mind.

Here and Now - Governor Napolitano

Governor Napolitano joins Here and Now for her final appearance of 2007. She faces a growing budget deficit that could top one billion dollars. Some lawmakers are now questioning why the governor didn't call them into a special session earlier this year when they could have addressed the problem sooner. Arizona's employer sanctions law is two weeks and one lawsuit away from going into effect. We'll find out what Napolitano thinks of the latest legal challenge.

Governor Napolitano visits KJZZ for her monthly chat with Here and Now host Steve Goldstein and KJZZ listeners. And while the governor may find she has many things to be thankful for, dealing with an estimated $675 million budget deficit is not one of them. Here and Now: Governor Napolitano

What happens if lawmakers passed a $10.6 billion dollar budget and the governor signed it, but we don't have $10.6 billion dollars to spend? Talk about a big 'ooops!' That's the situation Arizona is in three months after the new budget kicked in. Revenue is now estimated to be $600 million less than originally projected, meaning something's got to give. But what? Governor Napolitano proposes cutting executive agency budgets by $100 million, save $300 million by switching to a lease-purchase approach to building schools, and raid $200 million from the rain-day fund. Get out your umbrella, because whatever lawmakers agree to, it may not be raining lollypops and gumdrops. What do you think? Jot your comment or question below. With her signature on House Bill 2779, Governor Napolitano put Arizona at the forefront of the immigration debate by signing into law the toughest employer sanctions law in the nation. The governor signed it only after an immigration reform proposal fell apart in the U.S. Senate. Still, Napolitano says many improvements need to be made to make the new law more effective. Governor Janet Napolitano

Wednesday on Here & Now, Governor Napolitano joined us. We looked ahead to the upcoming legislative session, new education initiatives and English learner legislation.  We also looked at how the federal government is putting more resources on the border and promising to change its catch & release policy for illegal immigrants.  Additionally, we discussed how several cities have passed legislation making it tougher to buy the ingredients needed to make methamphetamines and whether similar laws should be adopted statewide.

Some of this week's topics were the state's plan for dealing with a potential outbreak of avian flu.  Higher interest rates may threaten Arizona's economy.  A research group says global warming is affecting our water supply and voters will be asked to show an ID to vote in elections next year.

As part of From Here to There, Valley Transportation in 2005, beginning Wednesday on KJZZ, we begin an in-depth look at transportation issues in the Valley with an hour long discussion on Wednesday's Here and Now at 11. From light rail and alternative transportation, to traffic lights and freeways.

Governor Napolitano joins us on Here and Now. A budget agreement has been reached and state lawmakers have adjourned but some issues remain: we’ll talk about the effort to de-fang the aims test. The governor has vetoed official english legislation. supporters promise a ballot initiative. Other issues sure to come up: Senator John McCain’s proposal to reform the nation’s immigration laws, an effort is under way to require arizona to get more energy from alternative sources and the Governor’s priorities for the coming year.

This week, on Here and Now, we'll talk with Governor Napolitano about the drought task force, where the Governor has called for a culture of conservation.  As state lawmakers reconvene in January, the Governor says hammering out a new budget agreement with what is expected to be a more conservative legislature will be a priority.  Also, the GOP controlled legislature is expected to consider a consititutional ban on same sex marriage.  We'll also talk about the Bush administration's plans for immigration reform in a second term.
