Last year, the city of Phoenix decided to work to become the first city in the U.S. to end chronic homelessness among veterans.

The city used a variety of tactics and strategies toward achieving the goal. But even with progress, homelessness hasn't gone away.

We wanted to check in with a local expert and connected with Theresa James, homeless and fair housing coordinator for the city of Tempe.
