The Phoenix City Council approved a final budget Tuesday for the 2015-2016 fiscal year. It passed on a 6-3 vote.

The approved $1.16 billion budget is a 0.7 percent increase over this year.

Members of city staff said the proposed budget would keep the city operating in the black without required tax increases.

The city avoided a deficit by reducing public employee compensation expenses and opting to phase in required increases in public safety pension costs.

Pension costs are expected to create a deficit next year under the current phase in plan.

The approved budget includes additional funding for police training and recreation services.
