Arizona hasn’t executed a prisoner on death row since 2014. But on Thursday, a judge lifted the stay, after a settlement was reached between the state and the attorneys representing death row inmates in the case. The Arizona State Court of Appeal ruled Thursday the ex-wife of a woman who gave birth to a child cannot presume to be the parent. The judges ruled the law on paternity clearly and unambiguously applies solely to men.
