( Phoenix, AZ ) For nearly twenty years, Frank Fairbanks has served as the Phoenix City Manager. But on Friday, the only plan he has is to serve his wife a piece of birthday cake. Fairbanks retired this week as the CEO of the fifth largest city in America. KJZZ's Marcos Najera reports.
