( Phoenix ) David Cavazos stepped into the role of Phoenix City Manager this month when public service veteran Frank Fairbanks retired after nearly two decades in the position. As KJZZ's Marcos Najera reports, Cavazos says he plans to run the nation's fifth largest metropolis by "Doing more with less."
