( Phoenix ) Proposition 400 would extend Maricopa County's half cent sales tax for another 20 years to fund transportation projects. The plan on the ballot has generated a fair amount of controversy, but most of it is over one aspect of the proposal. In the first of a 2 part series, KJZZ's Mark Brodie reports on what's on the ballot, and why opponents don't like it.
