The Clean Elections Commission has fined an out-of-state political organization $95,000 because it failed to report its spending in the 2014 Arizona Gubernatorial Election.

The Legacy Foundation Action Fund is the political arm of an Iowa-based nonprofit conservative political organization.

The Center for Public Integrity reports the foundation spent $101,700 on negative ads attacking gubernatorial candidate and former Mesa Mayor Scott Smith. The center reports this ad ran 130 times.

The foundation has not responded to requests for comment, but the Associated Press reports the group said its ads were exempt because they focused on issues and didn’t advocate for or against a candidate.
