In 2017, there have been more than 70 special elections for state and federal offices — many of them have turned into high-profile races in what was supposed to be an off-year, and each race has its own dynamics and candidates.
Is it possible to look at these special elections in the aggregate and take anything away that could be useful to think about heading into next year’s elections?
