Federal funds for highway projects are much harder to come by and the price of gas has leveled off or even dropped in many areas of the country, so gas taxes aren’t producing as much money.

That’s led to a number of states wondering where to turn for funding to fix roads and maintain related infrastructure.

California is taking one step by implementing the Road Charge pilot program.
