United Healthcare, the country’s biggest insurer, announced plans this week to leave the health care exchanges in many states, including Arizona, by 2017.

Marjorie Baldwin, a professor in the economics department at Arizona State University's W.P. Carey School of Business, explained what the move says about Arizona.
