Phoenix City Council Expected To Face Unhappy Union Members

The Phoenix City Council is expected to experience some contentiousness Wednesday afternoon, as possible pay and benefit cuts should bring out a number of unhappy union members.

The city is negotiating new labor agreements at the same time it's trying to figure out how to erase a nearly $38 million deficit.
