Cities and counties across Arizona could lose their ability to put photo radar on some roads if a West Valley lawmaker's proposal passes.

Sen. Debbie Lesko, R-Glendale, wants to bar local communities from erecting speed or red light cameras along any state highway. That includes not just freeways but anything with a route number. But Lesko has one particular sight in mind: U.S. 60 in El Mirage-- better known as Grand Avenue.

Lesko said she could have introduced legislation to ban photo enforcement outright. "But mine is a more targeted measure to what my constituents have been asking me to do for a few years now is try to get rid of the photo radar camera on Grand Avenue and Primrose."

But Scott Smith of the City of Phoenix told the Senate Transportation Committee on Tuesday that helping Lesko kill that speed camera to help her constituents would also block other communities that want to use photo enforcement on state roads that run through their cities.

"[I'm] concerned about the potential impact of this legislation down the road should the city of Phoenix ever need to place a red light camera at an intersection on Grand Avenue because Grand Avenue's also a state highway."

Despite that the committee voted 5-1 to approve the measure.
