A Las Vegas developer has been issued a cease and desist order by the Bureau of Land Management after it found he was trespassing on federal lands and constructing unauthorized roads.

Jim Rhodes had proposed a land swap in the Red Lake area near Kingman. He had wanted 21,000 acres that would also give him control of an aquifer.

KJZZ reported earlier this month that Rhodes was farming huge tracts of land in the area, and at one point wanted to erect a massive housing development.
