Arizona Public Service is feeling the effects of a temporary state rule banning power shut offs this summer. The utility company is not allowed to disconnect service for customers who owe past bills during the hotter months.

Annette Carrier with APS said the company is seeing a revenue drop.

“We are seeing that more customers are not paying their bills," Carrier said. "Our complete focus is to help them to make sure they understand that they have programs and resources that are available to them”

The Corporation Commission approved the rule protecting non-paying customers after a woman died in her home last year when APS cut off her power.
